They should be somewhere in the games folders but I never found them....

It is special plane. Gift for CBT and given some time ago as addition to some advanced packs (not anymore AFAIK though). It is dive bomber variant with dive brakes and less payload - 4x100kg / 2x250kg / 500kg

What Tokarson said about the Tu2, as for the I-15bis, it was removed some times ago for new players, same thing as the british Gladiators MKII S and F and the Nimrod Mk.II

The I-15bis is just hanging around in the RU plane tree in the I-15 folder together with the three reserve planes I-15 WR, I-15 M22, I-15R and the I-153 M-62 Chaika.

And every new player has access to it.

No. It was decided that every nation should have only 3 reserve planes, so Nimrod Mk.II, I-15bis, He 51C/late and Ki 10IIC were removed for new players.

Maybe it just stopped beeing reserve? Because IIRC it was 1.3 BR aircraft for quite a long time. Not sure if it was already 1 tier in previous system.
