Why WT isn't available in Japan Steam stores?

I was wondering which pack I should get for a friend's bday when I realised that I couldn't find anything related to War Thunder on Steam. I genuinely don't see a problem with WT being available in Japan and would be greatful if anyone has an explanation for this. Thanks in advance.

I think it's because it's linked to DMM instead?

It's not just the package itself. War Thunder in it's entierety is just unavailable on the Japanese steam store. Here's a picture of what happens when I go to "Visit store page" for WT.

Yes, WT is published by a Japanese company (which I believe was DMM as said above) in Japan and not through Steam.
