This suggestion will be about the ZSU-37-2 Yenisei, a Soviet SPAAG. which I feel could help bridge the gap between the ZSU-37 and the much beloved ZSU-23-4 Shilka, further information in both Russian and English can be found in the sources. There isn't a ton of information on this in English, so some of the 'information' section might not be too readable to English speakers, however, put briefly, it was an SPAAG that was meant to go along with the ZSU-23-4, but due to quite a few issues and its more expensive cost, did not enter production.

Information:

Decree of the Council of Ministers of the USSR No. 426-211 of April 17, 1957, began the development of new high-speed ZSU "Yenisei" and "Shilka" with radar guidance systems. The ZSU-37-2 "Yenisei" was designed to provide anti-aircraft defense for tank regiments and divisions to defeat targets at altitudes of up to 3000m. The ZSU-37-2 "Yenisei" used a 37mm 500P automatic gun, developed in OKB-16 (chief designer AE Nudelman). he 500P had no analogues about ballistics, and its cartridges were not interchangeable with other 37-mm automatic cannons of the army and navy, with the exception of a small-scale anti-aircraft system "Shkval." Specially for the "Yenisei" OKB 43 designed a twin gun "Angara", equipped with two 500P automatic machines with tape feed. "Angara" had a system of liquid cooling of trunks and tracking electrohydraulic drives, which were supposed to be replaced by electric ones. The guidance of the Angara system was carried out with the help of the Baykal interference-free radio-communication complex (RPK) created in the NII-20 GKRE and operating in the centimeter wave band - about 3 cm. However, as it turned out during the tests, the Baikal RPC could not independently sufficiently search for an air target. Therefore, according to the Resolution of CM No. 426-211 of 17.04.57, it was envisaged to create and transfer to the state tests in the second quarter of 1960 the mobile radar "Ob" for the control of the ZSU. The "Ob" radar included the commander's car "Neva" from the target designation radar "Irtysh" and the RPK "Baikal", stationed in ZSU "Yenisei". The "Ob" complex was to simultaneously control the fire of six to eight ZSU. However, in the middle of 1959, work on the "Ob" was stopped, all forces were thrown at the operational development of the "Krug" air defense system.

The chassis for the "Yenisei" was designed in the Uralmash Design Bureau under the direction of G.S. Efimov on the basis of the chassis of an experimental self-propelled unit SU-100P, also used on the Object 120 in game. Its production was to be deployed at the Lipetsk Tractor Plant. ZSU-37-2 had anti-bullet booking, which in the storage areas of the ammunition provided protection from the 7.62-mm rifle armor-piercing bullet from a distance of 400 m.To supply power to the on-board network, the Yenisei was supplied with a special gas-turbine engine developed in NAMI, the use of which enabled us to provide quick readiness for combat at low air temperatures.

However, the Shilka ended up being adopted instead of the Yenisei, as between the faults of the Yenisei and its higher cost of 400,000 rubles compared to 300,000 for a Shilka, it was deemed not worthy for service.

An issue is that these guns fire 1050 RPM, which is better than the ZSU-57-2 and Shilka.

I think that's the combined rate of fire. 1050 RPM for a single 37mm would be a bit much not to mention that a tank of this weight could probably not even handle that much recoil.

525 RPM per gun is still extremely fast-firing for this caliber though (the 35mm KDA on the Gepard has 550 RPM per gun) so it would probably end up at tier 5.

@Choogleblitz mentioned an APDS shell for this before. Maybe ask him for more information on it
