IJN Kuma, 1930
The Kuma class Light Cruiser (CL) was built between the years of 1917-1921 and was commissioned in 1920-1946, these light cruisers were the predecessors of the Tenryū class light cruisers. The Kuma class vessels were essentially enlarged versions of the Tenryū-class cruisers, with greater speed, range, and weaponry. 
14 July 1919, Launched at 0900 and named Kuma, the lead ship of the Kuma class light cruisers. Captain (later Rear Admiral) Aoki Tohei (27) (former CO of ASAMA) is appointed the Chief Equipping Officer (CEO). Kuma was refit in late 1934 with a tripod mast, two rotatable quadruple torpedo launchers, and an aircraft catapult for launching a reconnaissance float-plane, typically a Kawanashi E7K1 "Alf".

Armor: Belt: 60 mm (2.4 in), Deck: 30 mm (1.2 in)

The number of 14 cm/50 3rd Year Type naval guns was increased from four on the Tenryū class to seven on Kuma: two forward, two on each side of the superstructure and three aft, which meant that only six guns could be brought to bear on a broadside. The torpedo launchers were also increased to four double launchers however, the Kuma class remained highly deficient in anti-aircraft protection, with only two 8 cm/40 3rd Year Type naval guns and two machine guns.

Can't be as bad as the Clemson.... About the only way the Clemson could have a worse armament is if they had to hurl rocks and swears.

Do note that her AA highly depends on the refit and time period. As over the time she served she had an additional 2x2 Type 96 25mm's installed and even later on had her number 5 gun replaced with an additional 2x3 Type 96 25mm's bringing her total up to 10x25mm barrels and 2x machine gun (As i am fairly sure her initial refit removed the 8cm guns as they were fairly obselete and after the refit don't get mentioned anywhere.) or 4x25mm barrels and 2x machine gun. Granted this isnt a whole lot but should be respectable enough for a fair few aircraft.

Kuma-class light cruiser Kitakami and Ooi became Torpedo cruiser → High-speed transporter → Kairei career (Ooi sunk before modified to Kairen career)

These variants seems curious for game.

i was thinking of covering Kitakami and Ooi, but I don't wanna do more than 3 a day currently as I have many other things to do, perhaps someone else will cover them though.

I have some information for the Kuma's shells, so I'll post them here. I may need to separate these into separate posts, though. Starting with the 14cm Type 3 guns:

There's also an incendiary shell but I wasn't able to find pictures for that. That one was apparently for AA purposes anyways so it's not too big of a deal.

 

In any case, it's up to Gaijin as to which shells they want to implement for Kuma. There are a total of 4 different HE shells. Out of them the standard common projectile has the most explosive mass with 7.33 lbs of picric acid, but it's the slowest and has the least range. The Anti-submarine shells would be really slow and have weird ballistics but should be useful if submarines are ever implemented. Illumination shells aren't implemented at the moment, but the smoke shells might be pretty useful - I'm not experienced enough in naval battles to tell.

The 8cm Type 1 Armor-piercing Special Common round seems to be more of a semi-Armor-piercing shell, trading penetration for extra explosive mass. It should probably still penetrate enough for small boats and the like.

While the files say that it can penetrate over 60mm at 500 meters, it should be noted that this was tested against "Class 1 Mild Steel", which has a "tensile strength of 41-52 kg/mm^2 and a 20% coefficient of expansion". This is weaker than standard RHA, but I don't know by how much. Does anyone know what this penetration is equivalent to?

It's layered (25mm+35mm) and mild steel (non armor steel) hard to tell, but drop would be pretty high could be from 25% to even as high  50%

When searching about Kitakami, I find curious photo

 

In 1944 Kitakami was modified to Kaiten career.

Remove all torpedo tubes, Daihatsu and main guns, and it equip 2x twin 12.7cm AA gun, 12x Triple 25mm machine gun and 31x Single 25mm machine gun! (total: 67x 25mm)

 

Japanese designers seem very extreme
