While USSR has the BTR-152A, the SPAAG version of the BTR-152 APC, this is not the only version that was developed. There is also the BTR-152D, which instead of housing 2x 14.5mm KPVT guns, houses 4x 14.5mm KPVT, effectively doubling the firepower.

 

Background:

From the years 1950 to 1962 the Soviet Union produced ~15,000 BTR-152 APCs and exported the vehicle worldwide. One of the variants of the BTR-152 APC is the BTR-152A, an anti-aircraft version of the vehicle equipped with two 14.5mm KPV heavy machine guns with an effective range of ~1,400m against air targets. This variant entered service in 1952. Various other BTR-152 variants followed suit shortly after the introduction of the BTR-152A. One variant being the BTR-152D, which utilizes the same chassis as the BTR-152A, but has a quad mount of 14.5mms instead of the dual mount seen on the "A" version. The anti-aircraft role of the BTR-152 vehicles were limited by the rather slow traverse of the gun turret, as well as the lackluster optics. Furthermore, the BTR-152D was an rarer version of the BTR-152 variants due to the difficulties of mounting the quad 14.5mm mount.

Why? Well, the USSR SPAA tree has some serious holes for effective SPAAs, the ZSU-37 is too slow firing to be effective, as well as the ZSU-57-2 (which is more of an anti-tank spaa).

In my opinion, since the Wirlbelwind is at a BR of 3.7, this could effectively be at 3.7BR (more or less) as well for RB, since it has a quad mount of 14.5mm s instead of 20mm s.

Same as the BTR-152A in game, although slightly higher and slightly heavier with the extra set of 14.5mm guns.

150 rounds per gun, for a total of 600 rounds (2x of BTR-152A)

Horizontal angles of +/- 360 degrees

Vertical angles of +89 degrees, -5 degrees

Ussr definitely needs something after zsu 37 this would be nice but they wont put this at tier 4 isnt there any suitable spaa they can add between zsu 37 and zsu 57?

The BTR-ZD is a good option. It's passed for consideration already.

Well we could just increase the BR of the Wirbelwind to 4.3 since it's way too good for 3.7 :D

Add that freaking Italian memecar FA HS to the SPAA that badly needs an uptier. That thing is even better than M163 and its at 3.7, bloody disgrace.
