Game will not open because "Some files have not been deleted:"

Here are my specs.

 

And this is the error that I constantly get when I try to open the game (also notice that the launcher looks different as well).

 

Anyone else having this issue that can suggest a possible solution? It's happened to me once before but simply closing and reopening the game fixed it that time. I've already uninstalled and then reinstalled the game but nothing has changed.

Update: Solved issue myself. File that needed deleting was nowhere near where Steam was but I managed to find it. For those who still have this issue, it was in the "content" folder.
