Tanks can no longer lock onto aircrafts in Ground RB

# Description
We recognize that it is impossible to lock onto ground vehicles in Realistic Battle like in Arcade Battles, but it used to be able to lock onto aircrafts before.

At some point it became impossible to lock onto aircrafts in Realistic Battle, is this behaviour a bug?
