GBU-24 should not have GPS/INS (called IOG in game) guidance

# Description

The GBU-24 currently has inertial / GPS guidance, but only the enhanced version of the GBU-24 (officially called the GBU-24E/B, sometimes called the "Enhanced GBU-24" / "EGBU-24") had this feature. To resolve this issue IOG guidance should be removed from the GBU-24. The Enhanced GBU-24 (retaining the current functionality) can be added to aircraft which historically had access to it (it requires the aircraft to be able to supply GPS targeting information to the bomb, so not all aircraft can use it).

1. Look at the GBU-24 stat card

2. Observe IOG guidance being present
