[2.13.0.76]F-4C Phantom II missing AN/ALE-40 Chaff/Flare dispenser

# Description

The F-4C does not have a C/F dispenser in the game at the moment. However, according to the 1984 (revised 1990) flight manual, the F-4C and F-4D (not yet implemented) could have ALE-40 C/F dispensers as a countermeasure. I don't know if the F-4C historically carried it, but the manual says it can, so it can be implemented in the game, just like the AIM-9J in F-4F Early.

Also, in terms of balance, if the F-4C is equipped with this C/F dispenser and AIM-9J and AIM-7E2 at the same time, it can become a fighter comparable to the F-4E so, it can move up to 10.7 or 11.0. By the way, Historical reports on AIM-9J and AIM-7E have already been submitted.
