I dont have the T 28, so i am not shure what you mean, but yes it can be controlled like a turret if you mean that.

Go to 12:45 and 15:30 and you will see what i mean

Yes, you can use it like that. Its the 3rd option after Use Primary, Secondary.

If Gaijin are worried about the late war variants bloating the tech tree they should just folder them under the existing variants, same goes for the late war StuH 42 and Marder III M. All 3 are big parts of history as the most produced versions of each of those vehicle series and should've been in the game long ago, by foldering them they can make them available for those that want them without adding extra grind for people on the road to top tier.
