During the 1960s the JNA (Yugoslav People's Army) was looking to mechanize it's infantry, and did so with the OT M-60. The army however, recognized that this vehicle wouldn't be able to fulfill future requirements for the JNA, and thus requirements were set for replacement vehicles. The following requirements were set in 1963; This vehicle would weigh no more than 12 tons, would use a domestically produced diesel engine, would house a 20mm armament and would hold a top speed of 60kph (37mph). Requirements also stated that the prototype was to be ready in 1964. This however, did not go as planned, as the project got hindered by foreign competitors. While this project was supposed to be underway, the army was also looking at foreign products that it could potentially import, which did not proceed in the end. In 1967, the plans for the domestically designed vehicle were ready, with orders to produce a prototype following the year after. The first prototype vehicle began it's production from 1971 to 1973.

Despite fulfilling most requirements, the domestically designed engine, which had an output of 170Kw (228hp), was not deemed satisfactory, and thus the French Hispano Suiza HS-115 was used, which was also housed in the French AMX-10P IFV and put out 191Kw (260hp). This engine also came with an appropriate transmission that was offered by the French.

With several prototypes being produced from 1974 on, the vehicle eventually entered service in 1979 under the designation BVP M-80.
