[07.09.2022] ItO 90M missing optical target tracking

In game, the ItO 90M has no optical target tracking, while IRL it has both optical and radar tracking.
Like FlaRakRad and Roland's, which already have optical tracking in the game, the ItO 90M needs to be able to use both optical and radar tracking.
