Did Gaijin really losing it? They think the TAM2P and the ZTZ59D1 should be in the same BR?

I really dont know what to say, i know they determine BRs based on some super advanced algorythm, but that must have been programmed by someone who lost half his brain in an accident

Not particularly sure why you are comparing the ZTZ59D1 and the TAM2IP. 
Those tanks are quite different and hard to compare. I'd love to hear your reasoning.

A better comparison is probably between the base model TAM, and the TAM2IP. 
I have no idea why the 2IP is at the exact same BR even though it gains:

  1. Composite screens, (which is actually pretty reasonable to be at the same BR. Ideally it wouldn't, but this alone is fine. They only stop sub 400mm pen HEAT.) 
  2. A laser rangefinder.
  3. DM33 as the top round, instead of DM23.

It is 3 tons heavier, but still, that is quite a hell of an upgrade.

If anything, the TAM2IP is more even with the ZTZ59D1 than the base model TAM as they both have a LRF and HEAT protection.

Well you can compare it to the normal TAM to...many times faster vehicle, 4 times faster turret rotation and gun laying, shooting a TAM from the front you have about 20%  chance of killing it in one shot, either the engine eats the shot and you're dead, or you kill the gunner and he gets away.
While the ZTZ, slow as a snail, easy oneshot, slow turret, slow reload. The ZTZ's HEAT protection we both know is just a tiny chance to block anything...for one, very rarely gets shot with heat at that BR, and very rarely where it has protection.
