centurion mk1 Fwd: Centurion mk 1 and 3 top speed incorrect

# Description

The top speed for the Centurion mk 1 and 3 is incorrect and should be changed from 23.1 to 23.7 and 21.5 to 21.42 respectively.

# Steps to reproduce the issue

1. Look at the stat card for the Centurion mk 1 and 3

# Additional Information

I'll have a separate report for a missing reverse gear.

This may also affect the Centurion Mk.5/1, Mk 10 and AVRE as well as the "Conway" and "Action X" though the source does not list them directly.

Note, the Centurion Mk1 top speed was forwarded.  The top speed for the Mk3 was not. As the speed listed on the page you provided here is for a 1/4mile run.  However, the gearing page you put in another report does show a top speed of 21.5mph, which matches the current in game speed.
