[BUG] - F-4 Phantom II Radar is offset in cockpit view.

I have this same issue in my F4-C, though I think mine is even more offset than the other picture; I do not have screen shots at this time. Is this something I can fix myself, it's been like this for over a year. I've gone through the usual (verifying game files, etc). I looked through the bug reports but I cannot submit bugs to that section.
