How does the repair time count? online only?

its been over 12 hours but repair is like its been 1

You must keep this vehicle to repair on crew slot (a.k.a. in the lineup).

 

For convenience, you can make a repair-focus preset and switch to it before exiting game or playing another nation.

i didn't understand the answer,

all my veicles are in lineups. 

does ti only repair the country you logged off on?

for example this line up i haven't touched for days but repair has been very little too

is it because im not premium? so its double the time it shows?

You sure you keep this exact preset selected and didn't swtiched to another one?

Technically speaking, you only have one lineup per nation, presets are only configuration that help you quickly edits that lineup.
