Pushing the Wirbelwind to 4.0 would be a proper way in this case, I think. If the Wirbelwind won't be pushed, I would rather share a BR of 3.3 with the 94KM GAZ, instead of sharing a 3,7 with the Wirbelwind.

2mm armor to 3mm armor is literally no difference, while 16mm at the turret and even more on the hull is indeed a difference.

Sharing 3.3 BR would make this vehicle undertiered and many will complain about this BR setting. 3.7 BR is ideal for this vehicle since it's superior to 94KM and inferior to Wirbelwind, which is a fair comparison. This will lead Wirbelwind to 4.0 BR shifting, the place where it must be since the beginning in my opinion.

Saying similar armoured would be incorrect unless we are talking about non-armoured variant. Armoured variant would only be able to penetrated by 12.7mm or higher caliber firearms when engaged from ground. Anything will work when attacking from air.

This would be very cool. German half-tracks were iconic, but we only have one in game, which is a huge shame. I'd love to see this in-game, along with the Sd.Kfz.10/4 or 10/5 (similar half-track to this but with the same 20mm mount as the Flakpanzer I and 38(t)) and the Sd.Kfz.251 Drilling (Hanomag half-track with 3x 15mm or 20mm cannons) to bulk out the lower-tiers. Granted, it's not like Germany's hurting for AA down there, but more truck & half-track AAs would be nice.

It's actually used for air battles! Though, I can see why they haven't added it yet. Lower poly than most vehicles in game ^^;
