There should be an Economy boost for every spaded vehicle in a tree, to incentivise players to use more TT vehicles instead of Premiums, which would not be accounted for the spaded bonus. So a player who just rushed through a TT with premiums and got 95% stock vehicles may only get a 1% bonus, while a player with everything spaded may get a permanent 10% (just an example) SL+RP boost.
